NUM Leadership XIII Conference – Capacity Development for Transformation

The thirteenth “NUM Leadership – Capacity Development for Transformation” international conference under the topic of “Public Policy - Environment” was successfully held on October 15, 2024.

The conference is organized annually by the Department of Public Administration, School of Political Science, International Relations, and Public Administration (SPSIRPA), National University of Mongolia (NUM).

This year, the general organizers of the conference encompassed SPSIRPA, NUM; Konrad-Adenauer-Stiftung Mongolei; Ministry of Justice and Home Affairs of Mongolia; The German University of Administrative Sciences Speyer; SME Agency of Mongolia; Mongolian University of Science and Technology; Bulgan Province; Tuv Province; Gyeongsang National University; and the Institute For Communal Sustainability and Development.

In the current year, the conference was financially supported by Konrad Adenauer Stiftung (KAS).  We are expressing our sincere gratitude to KAS for its invaluable financial support.

International scholars and experts were invited to the NUM Leadership Conference 2024 to strengthen leadership and decision-making capacities in public policy, particularly focusing on environmental issues. The conference aims to foster collaboration, share knowledge, and develop actionable solutions for addressing regional and global environmental challenges through public policy frameworks.

In the morning session, the following professors were welcomed from six different countries, including Federal Republic of Germany, the United States of America, Pakistan, South Korea, Republic of Peru, and Mongolia:

  • Keynote speaker, Prof. Dr. Hendrik Scholta, German University of Administrative Sciences Speyer, Germany, “Digitalization in the Public Sector
  • Dr. Christopher Johnson, Deputy Director of the United States Geological Survey Office of Science Quality and Integrity, “Unbiased Science for Evidence-based Decision Making in Natural Resources”
  • Prof. Dr. Ali Zahid, Chairperson of Department of Science and Technology, Indus University, Karachi, Pakistan, “State-Level Solutions for Global Environmental Challenges”
  • Dr. Sanghan Choi, Gyeongsang National University, South Korea, Public Leadership for Decision Making”
  • Dr. Jose Luis Diaz Sanchez, Senior Country Economist for Mongolia at the World Bank, “Mongolia – Climate and Development”
  • Univ.-Prof. Dr. Burmaa Natsag, National University of Mongolia, Human Resource Policy in the Forest Sector: The Case of Mongolia”.

During the afternoon session, the conference was divided into three workstream sections: "Public Policy: Regional Development," "Public Policy: Natural Resources," and "Public Policy: Mining and Waste."

In the "Public Policy: Regional Development" workstream, Mr. Erdenesaikhan Ydamsuren, Head of the Small and Medium Enterprises Agency at the Ministry of Food, Agriculture, and Light Industry, presented on "Regional Development and New Cooperative in Mongolia," while Dr. Ryo Takiguchi, an independent expert, discussed community-based development projects in Ulaanbaatar’s Ger districts, offering insights from the 2010s.

In the "Public Policy: Natural Resources" workstream, Dr. Tsermaa Nyamdavaa, Head of DPA, SPSIRPA, NUM, shared insights on the implementation of community-based natural resource management principles in Hustai National Park, Mongolia, followed by Daichin, a Ph.D. candidate at DPA, SPSIRPA, NUM, who discussed environmental public policy with a focus on forests in Inner Mongolia.

 The "Public Policy: Mining and Waste" workstream featured Ph.D. candidate Batbold Otgonbayar from DUV, Germany, presenting on "Mining and Community," alongside Assoc. Prof. Dr. Bolormaa Agvaanjigmid and Dr. Oyungerel Amaa from the Mongolian University of Science and Technology, who spoke on "Waste Management Policy and Regulation."

The thirteenth "NUM Leadership – Capacity Development for Transformation" international conference attracted over 120 participants, including professors, lecturers, researchers, civil servants, graduate students, and undergraduates. Attendees represented various esteemed institutions, such as SPSIRPA, NUM; the Mongolian Civil Service Council; the Ministry of Justice and Home Affairs; the Ministry of Road and Transport; the Ministry of Food, Agriculture and Light Industry; the Mongolian University of Science and Technology; the University of Humanities; Ulaanbaatar Science and Technology Park; the University of Internal Affairs; the National Legal Institute; the Mongolian Immigration Agency; the General Authority for Archives; the Small and Medium Enterprises Agency; the Governor’s Administration Offices of Bulgan, Tuv, and Selenge provinces; the Legal Aid Center; and the Human Resources Development Center of Ulaanbaatar.

The conference offers tangible benefits by fostering informed policy development and cross-sector collaboration in critical areas such as digital government, natural resource management, and environmental sustainability. It promotes practical, localized solutions to national and global challenges, while enhancing the capacity of participants to implement effective policies. The event also raises awareness on pressing issues like regional development and climate change, encouraging further engagement from diverse stakeholders. Additionally, it serves as a valuable networking platform, enabling participants to form connections that can lead to future partnerships and impactful initiatives.
